Lincoln Hernandez Peguero

Graduated as a Doctor of Law from the Autonomous University of Santo Domingo in 1985. Master's in Commercial Law and Economic Legislation from the Pontifical Catholic Mother and Teacher University. Founding partner of the firm.

As part of his ongoing education, he has participated in various conferences and seminars both nationally and internationally focused on real estate law, maritime law, and commercial law. He has participated in studies on Real Estate Registry Law at the Catholic University of Santo Domingo, in Land Jurisdiction at the Foundation for Institutionalism and Justice (FINJUS), in the Dominican Association for ISO 4000 Quality,

and has also participated in the city of Cartagena in the Trainman Program of the United Nations, through the United Nations Conference on Trade and Development (UNCTAD) on port documentation, and the Colloquium on chartering in the capital Santiago de Chile, Chile by UNCTAD and the Baltic and International Maritime Council (BIMCO). At the local level, he has served as Vice President and Country Representative of the Ibero-American Institute of Maritime Law.

Dr. Lincoln Hernández Peguero has served as Legal Manager of La Universal de Seguros. He was appointed by the President of the Republic, Dr. Leonel Fernández, as Maritime Advisor to the Executive Branch (honorary) in 1998, and as President of the Board of Directors of the Dominican Port Authority in 2004.

He has focused his professional practice in the areas of real estate law, civil law, maritime law, insurance, and commercial law. He has been involved in numerous transactions, negotiations, and litigation with significant national and international clients. Recognized for his contributions and impact in the real estate, maritime, and insurance sectors in the Dominican Republic.

Oscar Hernandez García

Partner at Hernández & Hernández since 2009. Graduated Summa Cum Laude from Universidad Iberoamericana. Master’s in international Commercial Law from King's College London, University of London, in London, England, with Merit mention. He has studied international law at The George Washington University Law School in Washington, D.C.

He has participated in various national and international legal competitions, such as the Justice Commissioner Prize for his outstanding participation in the First Interuniversity Competition for Criminal Litigation, the Inter-American Human Rights Competition in Washington, DC, in Latin America.

American Council of Students of Law and Comparative Law of Mexico, Prize for Outstanding Participation and First Place in Defense Memorial and Third Place in the International Round in the Víctor Carlos García Moreno Competition. Mexico City. He is the author of the master's thesis entitled "Arbitration is the Best Method for Resolving International Disputes," awarded the highest score within his area at the University of London.

He has focused his practice in the areas of real estate law, commercial and investment law, maritime law, and commercial arbitration. He has extensive knowledge of financial instruments in the national and international stock market business, structuring trusts, and providing legal advice in national and international business. He was appointed by the Dominican State with the rank of Diplomat as Counselor of the Embassy of the Dominican Republic in the United Kingdom of Great Britain and Northern Ireland.

He is a legal and commercial consultant for various commercial enterprises and has extensive expertise in building legal and commercial strategies for conducting business and enterprises, using various methods such as the Harvard Negotiation Method, as well as legal strategies implementing analytics and quantitatively through Game Theory developed by the American mathematician John Forbes Nash, and legal decision trees.

Graduated in Law with a specialization in Corporate Law from the Universidad Iberoamericana (UNIBE), our Managing Managing Partner has contributed significantly to HHA from his beginnings as a paralegal to his current position. He stood out for his thesis on the impact of Regulatory Sandboxes and Innovation Hubs on the Regulatory Framework for Fintech in the Dominican Republic.

Throughout his career, he has provided proactive legal advice in complex cases, focusing on civil liability. His experience covers key areas such as Corporate Law, Civil Law, Civil Liability, Real Estate Law and Capital Market Regulations.


Collaborating closely with companies in the tourism, real estate and insurance sectors, he has participated in international cases and has managed legal matters in strategic locations such as Santo Domingo and Punta Cana. In addition to his legal training, he has expanded his knowledge in statistical analysis, fixed income/bonds and portfolio management. He has specialized in Investment Readiness and seed capital raising, exploring the intersection between Law and finance.

Active member of the Bar Association of the Dominican Republic (CARD), he is duly authorized to practice throughout the national territory.
